To establish the Weather Modification Operations and Research Board, and for other purposes.
Be it enacted by the Senate and House of Representatives of the United States of America in Congress assembled,
SECTION 1. SHORT TITLE.
This Act may be cited as the `Weather Modification Research and Technology Transfer Authorization Act of 2005'.
SEC. 2. PURPOSE.
It is the purpose of this Act to develop and implement a comprehensive and coordinated national weather modification policy and a national cooperative Federal and State program of weather modification research and development.
SEC. 3. DEFINITIONS.
In this Act:
(1) BOARD- The term `Board' means the Weather Modification Advisory and Research Board.
(2) EXECUTIVE DIRECTOR- The term `Executive Director' means the Executive Director of the Weather Modification Advisory and Research Board.
(3) RESEARCH AND DEVELOPMENT- The term `research and development' means theoretical analysis, exploration, experimentation, and the extension of investigative findings and theories of scientific or technical nature into practical application for experimental and demonstration purposes, including the experimental production and testing of models, devices, equipment, materials, and processes.
(4) WEATHER MODIFICATION- The term `weather modification' means changing or controlling, or attempting to change or control, by artificial methods the natural development of atmospheric cloud forms or precipitation forms which occur in the troposphere.

Conductive aerosols under the influence of electromagnetic radiation are easily detected via satellite image. These metallic aerosols are distinguished from normal clouds of water vapor by their “rippled” appearance as they take on visible characteristics of the applied electromagnetic frequency.

Yesterday´s tornadoes a work of evil?

I do not publish stories like this, but something happened with regard to yesterday´s tornadoes that is too weird to pass up
I have a Mexican friend who has been warning me for approximately a month that a great work of evil that will take place as an environmental disaster has been planned and that it will happen soon. These warnings have been coming in dreams. So obviously, when the nuke went off in Syria I thought that must be it, but when presented with that info the Mexican friend said no, that is not it.
Last night when I was going over the forum before the end of the day, this mexican friend started shouting, telling me to come quickly. I got up and ran to see what it was about, and this friend was petrified with fear, pointing at the TV set. The tornadoes were on the news, and my friend said THAT IS THE DISASTER I KEEP HAVING IN MY DREAM, IT IS THE BEGINNING.
I dug for details, to be sure and said, Are you sure those are man made, and the answer was "YES, and it is ONLY THE BEGINNING, That was caused by evil people. The worst evil." I said "Are you sure this is just the beginning" and the answer was YES.
I do not publish hearsay as a matter of course on this web site. Everything that goes up has either direct links, math, or scientific proof of one sort or another, which makes this web site an analysis site that does not have a "secret inside contact", "communication with angels and God" or "word around the Kremlin today" form the base of what is here. But this friend has been hounding the issue for a few weeks, that there is a massive disaster being intentionally planned to be faked as mother nature by the worst of people, mentioned at least once every three days. This friend is very intelligent and well educated.
This friend knows nothing about haarp, weather modification, or any other conspiracy. So where are these dreams coming from, about evil people causing environmental disasters that appear to be natural?
Weather modification is the act of intentionally manipulating or altering the weather. The most common form of weather modification is cloud seeding to increase rain or snow, usually for the purpose of increasing the local water supply.[1] Weather modification can also have the goal of preventing damaging weather, such as hail or hurricanes, from occurring; or of provoking damaging weather against an enemy or rival, as a tactic of military or economic warfare. Weather modification in warfare has been banned by the United Nations.

Climatologists have simulated hurricane control based on selective heating and cooling (or prevention of evaporation).[27] Futurist John Smart has discussed the potential for weather control via space-based solar power networks. One proposal involves the gentle heating via microwave of portions of large hurricanes. Such chaotic systems may be susceptible to "side steering" with a few degrees of increased temperature/pressure at critical points. A sufficient network might keep the largest and most potentially damaging hurricanes from landfall, at the request of host nations. Blizzards, monsoons, and other extreme weather are also potential candidates for space-based amelioration. If large-scale weather control were to become feasible, potential negative implications may include:
- Unintended side effects, especially given the chaotic nature of weather development
- Damage to existing ecosystems
- Health risks to humans
- Equipment malfunction or accidents
- Malevolent control or use as a weapon
- ELF hot spots causing slightly accelerated ionospheric depletion by solar wind [28][not in citation given]
For the 2008 Olympics, China had 30 airplanes, 4,000 rocket launchers, and 7,000 anti-aircraft guns to stop rain. Each system would shoot various chemicals into any threatening clouds to shrink rain drops before they reach the stadium.[29]

Operation Popeye

Operation Popeye (Project Popeye/Motorpool/Intermediary-Compatriot) was a US military cloud seeding operation (running from March 20, 1967 until July 5, 1972) during the Vietnam war to extend the monsoon season over Laos, specifically areas of the Ho Chi Minh Trail. The operation seeded clouds with silver iodide, resulting in the targeted areas seeing an extension of the monsoon period an average of 30 to 45 days. As the continuous rainfall slowed down the truck traffic, it was considered relatively successful.[1] The 54th Weather Reconnaissance Squadron carried out the operation to "make mud, not war." [2]
The resultant rain and subsequent flooding of the nearby Song Con River is sometimes blamed for the move of POWs from the prison camp at Son Tay and therefore, the failure of Operation Ivory Coast.[3]

The Beijing Weather Modification Office is a unit of the Beijing Meteorological Bureau tasked with weather control in Beijing and its surrounding areas, including parts of Hebei and Inner Mongolia.[1][2][3] The Beijing Weather Modification Office form a part of China's nationwide weather control effort, believed to be the world's largest; it employs 37,000 people nationwide, who seed clouds by firing rockets and shells loaded with silver iodide into them.[4] According to Zhang Qiang, head of the Office, cloud seeding increased precipitation in Beijing by about one-eighth in 2004; nationwide, similar efforts added 7.4 trillion cubic feet (210 km3) of rain between 1995 and 2003.[5]
The work of the Office is largely aimed at hailstorm prevention or making rain to end droughts; they have also induced precipitation for purposes of firefighting or counteracting the effect of severe dust storms, as they did in the aftermath of one storm in April 2006 which dropped 300,000 tonnes of dust and sand on the city and was believed to have been the largest in five years.[2][6] Their technology was also used to create snow on New Year's Day in 1997.[7] Other proposed future uses for induced precipitation include lowering temperatures in summer, in hopes of reducing electricity consumption.[5] More prominently, they were enlisted by the Chinese government to ensure that the 2008 Summer Olympics are free of rain, by breaking up clouds headed towards the capital and forcing them to drop rain on outlying areas instead.[4] The office created a snowstorm in November of 2009.[8][9]
