With the end of the Gadhafi regime seemingly in sight, it is an opportune time to step back and revisit one of the themes we discussed at the beginning of the crisis: What comes after the Gadhafi regime?
As the experiences of recent years in Iraq and Afghanistan have vividly illustrated, it is far easier to depose a regime than it is to govern a country. It has also proved to be very difficult to build a stable government from the remnants of a long-established dictatorial regime. History is replete with examples of coalition fronts that united to overthrow an oppressive regime but then splintered and fell into internal fighting once the regime they fought against was toppled. In some cases, the power struggle resulted in a civil war more brutal than the one that brought down the regime. In other cases, this factional strife resulted in anarchy that lasted for years as the iron fist that kept ethnic and sectarian tensions in check was suddenly removed, allowing those issues to re-emerge.

Libya: Barack Obama 'signed secret order allowing covert operations'
Barack Obama signed a secret order authorising covert US government support for rebel forces seeking to oust Libyan leader Muammar Gaddafi, according to government officials.

Mr Obama reportedly signed the order, known as a presidential "finding", within the last two or three weeks, four US government sources told Reuters.
Such findings are a principal form of presidential directive used to authorise secret operations by the Central Intelligence Agency. The CIA and the White House declined immediate comment.
News that Mr Obama had given the authorisation surfaced as the President and other US and allied officials spoke openly about the possibility of sending arms supplies to Gaddafi's opponents, who are fighting better-equipped government forces.
In interviews with American TV networks on Tuesday, Mr Obama said the objective was for Gaddafi to "ultimately step down" from power. He spoke of applying "steady pressure, not only militarily but also through these other means" to force Gaddafi out.
Mr Obama said the US had not ruled out providing military hardware to rebels. "It's fair to say that if we wanted to get weapons into Libya, we probably could. We're looking at all our options at this point," the President said.
US officials monitoring events in Libya say that at present, neither Gaddafi's forces nor the rebels, who have asked the West for heavy weapons, appear able to make decisive gains.
While US and allied air strikes have seriously damaged Gaddafi's military forces and disrupted his chain of command, officials say, rebel forces remain disorganised and unable to take full advantage of western military support.
People familiar with US intelligence procedures said that Presidential covert action "findings" are normally crafted to provide broad authorisation for a range of potential US government actions to support a particular covert objective.
In order for specific operations to be carried out under the provisions of such a broad authorisation – for example the delivery of cash or weapons to anti-Gaddafi forces – the White House also would have to give additional "permission" allowing such activities to proceed.
Former officials say these follow-up authorisations are known in the intelligence world as "'Mother may I' findings."
In 2009 Mr Obama gave a similar authorisation for the expansion of covert US counter-terrorism actions by the CIA in Yemen. The White House does not normally confirm such orders have been issued.
Because US and allied intelligence agencies still have many questions about the identities and leadership of anti-Gaddafi forces, any covert US activities are likely to proceed cautiously until more information about the rebels can be collected and analysed, officials said.
According to an article speculating on possible US covert actions in Libya published early in March on the website of the Voice of America, the US government's broadcasting service, a covert action is "any US government effort to change the economic, military, or political situation overseas in a hidden way."
The article, by VOA intelligence correspondent Gary Thomas, said covert action "can encompass many things, including propaganda, covert funding, electoral manipulation, arming and training insurgents, and even encouraging a coup."

Though the world's attention has recently been focused on the unveiling of China's first ever stealth fighter jet, the Chinese military has been busy investing in another type of furtive flyer: the humble messenger pigeon. According to reports in state media, late last year, the Chengdu division of the People's Liberation Army (PLA) began training 10,000 pigeons as part of a push to build a "reserve pigeon army" that would provide support to the military's conventional communications infrastructure in the event that war rendered its plethora of modern technology unusable.
"These military pigeons will be primarily called upon to conduct special military missions between troops stationed at our land borders or ocean borders," air force military expert Chen Hong told China Central Television after the announcement. According to reports, the birds will be dispersed to communications bases across China's remote and mountainous southwestern region, particularly around the Himalayan foothills. The pigeons, flying at speeds of up to 75 miles (120 km) per hour, will be trained to carry loads of up to 3.5 oz. (100 g).(See the top 10 militant animals.)
The birds have a long history of service in China. Messenger pigeons have been used in the country for more than a thousand years, and pigeons have been earning their military stripes here since at least the late 1930s. In 1937 Lieutenant Claire Lee Chennault, a retired U.S. Air Force pilot, arrived in China to head up a group of U.S.-sponsored aviators known as the Flying Tigers, tasked with taking to the air to repel the Japanese invasion of the mainland. He brought with him hundreds of messenger pigeons to help with the war effort, and after the war, he left the birds behind. That group of pigeons would form the core of the PLA's first military pigeon brigade.
Today the pigeons serve alongside 10,000 dogs in PLA service, guarding military warehouses, assisting special police forces and supporting border troops. Two thousand new dogs are reportedly signed up each year. Horses, once an important part of the military operations, have fallen out of fashion, as the PLA cavalry has played an increasingly peripheral role. There are said to be fewer than 1,000 cavalry soldiers left in the PLA, and those who remain mostly take part in exhibitions or movie shoots.

Former U.S. Senator Rick Santorum released astatement on Wednesday afternoon responding to news of Fox News suspending his role as a contributor to the network.
Fox News anchor Bret Baier announced the spliton air earlier in the day along with word that former House Speaker Newt Gingrich was being suspended as a contributor as well. Both Republican figures have made clear they are mulling presidential bids for the next election cycle.

The new strategy of [Qaddafi] is to arrest anyone who even MAY demonstrate against him! His arresting people that are related to people that defected to the East, he is arresting people from Zintan and Misurata... etc.He will use these people to blackmail their relatives so they give up so he doesn't kill them. He may use these people as people shields so he can hide behind them if it comes to it.Mark my words... if this Friday we have a protest on the streets I think the following...[Qaddafi] will either start shooting again at the protesters and in this case he will bring down on his head the wrath of the world and it will be his endor he will start arresting people and use them as human shields, or he may use these events to gather data on the demonstrators.I think Thursday will be full of arrests to reduce the number of protests planned in Friday.
