FBI Planes Flying Over Boston Metropolitan Area 'Frighten' Residents

Brought to my attention by some readers and Twitter followers, a recent article published on CBS reported that residents of Quincy, in the Boston metropolitan area were worried by the activity of a low-flying aircraft spotted doing loops over the city.

Actually, in the wake of the Boston attack, some of them said they are really “frightened” by the presence of the mysterious plane over the town every night for the past couple of weeks.

According to WBZ News Radio, FAA has given out little information about the aircraft activity. Not even the City Councillor nor the Mayor know anything about the aerial activity that is keeping locals up at night with a “strong humming sound.”

After a bit of investigation on Open Sources, the mystery was easily solved.

The aircraft flying over Boston metropolitan area since at least Apr. 24 are not drones but FBI planes. Among them, a Cessna 208 carrying registration N1132F, Cessna 206H N309JK, and Cessna 182s N859JA and N906TM.

What these planes are doing at night can’t be said with much detail because the operation requires some secrecy and the FBI is obviously not willing to comment on it, but, based on the type of mission usually flown by these assets (available on the Federal Bureau’s website), it’s safe to say they are conducting aerial surveillance and intelligence collection.

Although they are painted as normal private planes, some of these aircraft are equipped with night surveillance and eavesdropping systems, including thermal and video imagery, and are capable to track suspected terrorists and criminals.

Photos of one of the planes that have been flying over Quincy show that, despite suspicions, the aircraft is not a drone.

The Cessna single-engine airplane, which residents have captured in photos, has been flying overhead for weeks, turning circles around the Quincy and Milton air space.

Although people have gotten a better look at what the plane is, it's still unclear what it’s doing or who's doing it.

“We’ve received a couple more phone calls and the response is the same,” said Christopher Walker, spokesperson for Mayor Thomas Koch. “The FAA confirmed that it is a sanctioned flight, and there is no information beyond that.”

FAA spokespeople have said the aircraft is not a drone, but refused to elaborate on the machine’s purpose.

The tail number, N906TM, which can be seen in one photo, is registered to a company called RKT Productions. The only information that could be found on the company is a post office box in Bristow, Va.

A spokesman for the nearest airport, Manassas Regional Airport, had never heard of the company and said the plane did not fly out of that airport.

But Quincy residents say there is more than one aircraft flying overhead.

“There’s definitely more than one plane,” said Jennifer Azevedo-Andre, who lives in Merrymount. “[There’s] the one we could get a picture of. The other one has a dark blue belly. My husband is a pilot…the Cessna can only fly for seven to eight hours, so there is definitely another plane that comes to relieve it.”

Residents have not seen the tail number on the second plane.

For residents, the purpose of the plane is practically irrelevant, as it’s the noise, continuous since late April, that has been the most distressing.

“We’re very reasonable people,” said Azevedo-Andre. “There may be a valid reason for them to be covert, to explain it might undermine its purpose, but I can tolerate for so long and no one can give us a timetable of when it will stop.”

The flights have ceased during the recent rains, but Andre was concerned they might start up again soon.

Michael Gundersen, a Wollaston resident, agreed the noise was, at times, unbearable.

“It was basically every day, and … I’d notice it when I woke up in the morning. And I go to bed late and at 1 a.m., still going, 2 a.m., 3 a.m., and I want to go to sleep but I can’t. Even with the windows closed, you could hear this thing,” Gundersen said.

The noise would get louder as it made the loop approximately every six minutes, Gundersen said. “The noise was just, at some points, it was unbearable."

He said he would feel better if he were to learn that a government agency was flying the plane, "then at least there isn’t this strange plane flying overhead.”

U.S. & French Military Deployments to the Middle East & North Africa

Curious U.S. and French Military Deployments

Summary

Stratfor has received multiple reports of U.S. and French military movements that we would like to highlight to our readers. These movements could have multiple explanations and might not be linked. But given the numerous ongoing crises specifically centered in North Africa and the Middle East, we consider these developments to be worth following. 

Analysis 

According to a worldwide network of aircraft spotters and trackers, at least a dozen MC-130H, HC-130N, HC-130P and AC-130U military transport planes and gunships crossed the Atlantic Ocean on Sept. 13 heading eastbound. These aircraft are typically used for a variety of special tasks, including in close cooperation with special operations forces. The last reported stop for the aircraft was Souda Bay, Crete. It is unclear whether the aircraft have left Crete, but we are working on tracking them down. 



A week and a half later, on Sept. 24, the same network of aircraft spotters noted 12 U.S. Marine Corps F/A-18 Hornet fighter jets arriving in two waves at Moron air base in Spain. It is not known where the squadron is heading, though it could be en route to Afghanistan to reinforce elements there. The Harrier squadron that suffered heavy losses in the Sept. 14 attack on Camp Bastion has already been replaced by another Harrier unit, so it is unlikely that the squadron's deployment is directly linked to that event. It is also possible that the F/A-18s are heading to the Gulf Cooperation Council region. A number of air superiority squadrons, including an F-22 Raptor squadron, have already deployed to the region. If that is the case, the squadron is intended simply as reinforcements or replacements for assets currently deployed there. 

Also on Sept. 24, The New York Times published an article stating that Iraq and the United States were negotiating an agreement that could result in the return of small units of U.S. soldiers to Iraq on training missions. At the request of the Iraqi government, according to U.S. Gen. Robert Caslen, a unit of Army special operations soldiers was recently deployed to Iraq to advise on counterterrorism and to help with intelligence. It is possible that at least some of the MC-130 aircraft previously mentioned were delivering these special operations troops to Iraq. 

Another report on Sept. 24, this one by the Le Figaro French-language newspaper, said some 100 French special operations troops had been deployed in the sub-Saharan region to counteract militants in northern Mali. Le Figaro also reported that maritime patrol aircraft that can be used to collect intelligence will be deployed to the region and that commandos of the French navy will reinforce the French special operations troops. 

Finally, Italian journalist Guido Olimpio reported in September that U.S. unmanned aerial vehicles are currently tracking militants in Cyrenaica, the historical name for eastern Libya. He also said "reliable sources" had confirmed that U.S. special operations forces were planning to carry out intelligence operations that could be in preparation for surgical strikes in North Africa, including in Libya and in Mali. 

All these deployments could be previously scheduled movements for training or part of ongoing operations. They also do not necessarily mean any one mission is imminent. The United States and France could simply be positioning military assets in a region that is rife with conflict and that may eventually require rapid military intervention or action. 

Whatever the intent, these deployments, taken together, are too compelling to ignore. Given the fluid conflicts in North Africa, Syria and Afghanistan, as well as the current tensions with Iran, these movements and reports are important to highlight to our readers.

Military Jets Follow UFO In Virginia

Two Virginia reports describe military jets apparently following a UFO in the early morning hours of April 14, 2011, according to testimony from the Mutual UFO Network (MUFON) witness reporting database.

A witness near Andrews Air Force Base reports a loud roar from an approaching craft at about 3:08 a.m. on April 14, 2011, in MUFON Case # 28687.

"These jets seemed to be flying pretty low and I have never seen or heard them flying over at this time of night - never," the witness stated. "I looked up to see what is making all that noise, but did not see the jets."

The witness described the bright star-like object.

"However, panning the skies from west to south, I saw what looked like a very bright, large star, crossing the sky from west to south in the south-western quadrant of the sky. It had the same bluish-white tint to it that the stars do. The line of sight was at about 30 degrees angle to the ground. I could not judge the distance and did not see any shape that might have been associated with the object, but it crossed the sky in under 10 seconds and disappeared behind the trees I have to the south of my house."

The object had an unusual blinking light system.

"This thing was bluish-white, would blink 3 times within approximately 1 second, then would stop blinking all together for a second, then blink 3 times within approximately 1 second again, then stop blinking for a second, etc., during the whole 10 seconds or so it took it to cross the visible to me south west quadrant of the sky."

A second witness came forward in MUFON Case # 28689, who lives on the Arlington and Falls Church border.

"It was a cloudy night and each time the light flashed, it lit up the cloud cover near it," the witness stated. "I heard the jets clearly, as they were quite loud, but did not see them, probably due to the cloud cover. I have never seen an object flash the way this one had, or move positions so quickly (and none of the positions were linear). I do believe there was a ufo over the skys of Falls Church that night, and military jets where deployed to intercept."
