Ionosphere, ELF waves, Unstable Fault Lines.

IF HAARP, who actively sends ELF waves into the ionosphere, were to send them by accident or purposely in a certain direction, at an already unstable fault line, it could "cause a tremendous earthquake"

Is this what happened in Japan?

    HAARP doesn't transmit ELF... The H in HAARP means High Frequency!
